Purpose of the Job:

  • Responsible for performing and managing capture activities and processes for new business and renewal opportunities across the Serco Canada business unit.The position requires meeting customers, partners and team members to advance overall solution development.The successful candidate will use their knowledge of capture processes, in particular for Canadian Defence pursuits to build winning teams and solutions in the support of overall revenue growth.

     

    Primary Duties and Responsibilities:

  • Focused on leading capture efforts to shape and secure known contract opportunities with Canadian Department of National Defence.

  • Lead major ($75M+) capture efforts and implement disciplined processes and approaches for collection, interpretation and dissemination of information to develop and make informed recommendations solution strategies and approaches.

  • Proven ability to successfully manage complex business captures and ability to translate DND mission needs into Serco system/service solutions

  • Plan and implement proven methods for collecting, interpreting, and disseminating information on identified clients and provide business and competitive intelligence to, and work closely with applicable Business Development, Technical Leads and Business Unit staff on assigned capture opportunities.

  • Provides recommendations to, and collaborates with, the appropriate Serco business unit and executive leaders on the approval of all pricing strategies and all final proposals for submission to clients.

  • Supports negotiation with team members and partners and participates in other facets of contract negotiations.

  • Develop and maintain positive working relationships with both internal and external stakeholders, including other Business Development and capture team members, Client Executives, Proposal Managers to ensure effective, efficient and integrated implementation of capture strategies.

  • Assemble appropriate Capture Team personnel, manage the direction of the core capture team, and manage the assigned bid & proposal budgets.

  • Form winning industry teams based on customer and domain knowledge, analysis of performance requirements, key personnel and past performance requirements, and other considerations that may impact the Serco win probability, such as small business utilization.

  • Assist in development of successful pricing approaches, identifying risks and interpreting solicitation requirements that will all lead to competitive distinction and executable approaches correlated with the Price-To-Win (PTW) strategy.

     

    Qualifications

  • Experience leading large capture teams and/or large contract opportunities / bids ($75M+)

  • Minimum of 10 years’ experience in capture planning and/or senior Business Development

  • Extensive experience with Canadian public sector procurement and Public Services Procurement Canada (PSPC) Supply Manual procurement processes

  • Knowledge and experience conducting capture activities in accordance with Shipley Associates capture planning methods and colour reviews

  • Must be SECRET level security cleared with Canadian Department of National Defence

  • Bachelor’s degree in Engineering, Business Administration, Finance (Master’s degree preferred).

  • Flexibility for occasional travel within Canada and the US

  • Data driven decision making mentality, sound business judgment through highly developed analytical thinking
